[摘要] 2003年SARS危机对我国现有的卫生政策带来很大挑战，暴露出我国公共卫生服务的种种问题，本文系统梳理我国2001～2016年《政府工作报告》中的政策要点，探寻卫生政策的变化趋势，研究发现：政府在公共卫生领域经费投入比例逐步加大，卫生政策逐步完善，政策内容逐步细化，政策方向更贴近公民的切身利益；但也存在缺乏预见性、操作性等问题，需要加强危机管理，建立通畅的公共卫生信息网络，关注慢性病，加强对相关政策的研究。
